Here is the news taken from the Adwords Blog:
"This is a requirement to post information to indicate the VAT number. From 1 January the European Union will require us to periodically provide a report, called the report VIES containing the description of the services we provide, the value of those services and the VAT number of our customers. Most of you have probably already given a VAT number in your account, but those who had not yet done so must clearly indicate them by 1 January. "
If the VAT was compulsory would be a double defeat: for adwords, they would lose all the advertisers who do not possess it, and for aspiring affiliate which is obviously not able to bear the costs (by the way, thanks to Italy, as usual).
I asked specifically if it can be remedied with the least 'indication of the tax code, but all is quiet on the blog of adwords.
